Enroll/Credit Termed Employees in PeopleSoft ELM 9.2

We used to have the capability to enroll a termed employee in ELM before the TxDOT PS upgrade.9.2

we get open records requests for training histories and there may be a termed employee who did complete a class and due to the timeframe with the termination/departure we still did not have the class roster to mark him/her complete before they dropped from ELM. 

Due to class rosters not being received and/or processed within 24-48hours of a class ending, we have folks who were active at the time of the class start and end dates, participated, and fully completed the course.
