Configuration getting failed for application server

Hello Experts,

I am getting an error while configure Hyperion 11.2.3 in application servers for foundation component.

OS: Windows 2019, Anti virus disabled, no extra security, Drive is system managed, RCU well managed.

When i checked in configtool error file, it says there are some binaries files are missing and java.io.FileNotFoundException: F:\Oracle\Middleware\user_projects\domains\EPMSystemDEV\config\fmwconfig\system-jazn-data.xml (The system cannot find the file specified)

I am also attaching configtool error file for the reference. Same steps i performed on the other server and i was not getting the same issue.
