Unable to connect DB via SQL Dev from local computer instance after PeopleSoft Cloud Installation

I have installed a PeopleSoft Demo environment on Oracle Cloud through the market place.PIA is up and running. Now I have opened the port 1521 for the compute instance through default security lists. I am trying to connect to the database from my local computer through SQL Developer and failing with error "The Network Adapter could not establish the connect".

Is there any other additional setup I need to do to connect to the database?

I really appreciate your inputs.
