RU9 - Shared Recovery Catalog Settings

Does anyone understand how the new functionality in RU9 related to the shared Recovery Catalog Settings is supposed to work? I haven't been able to find any documentation on it. If I set the shared settings does that mean each individual EM user will not need to associate a database with the recovery catalog under their account (i.e. it will be set for each EM user specified in the Users to be Granted Access)? The issues I'm having are:

  1. It doesn't work for standby databases. You cannot associate the recovery catalog with a physical standby.
  2. When I try to assign "Users to be Granted Access" it doesn't persist. I select the user (role), save it, and when I come back to the screen later it is gone.
