Ability to specify Legislation on Discussions

Often times, I want to help on a Discussion based upon the title, but when I get into it, I find that it is in a Legislation where I have no experience and could not be helpful. I believe it would be useful if when creating a Discussion, the user could specify their Legislation. On the other side, users could select which Legislations they want to view. This would help target the audience for more helpful and timely responses.
