RTE RTPOOUT does not for transfer Orders

Hello Folks

I have creates a transfer orders using P4210 and I expected to see RTPOOUT generated for this transfer order but it was not generated, and because of this I am not able to send the data to external system. Is there any additional setup that need to be done in order to get this RTPOOUT being generated when a transfer order is generated?
