wrap.exe utility for 12.2 32 bit client software

We have a 3rd party that requires the wrap.exe utility to be installed with the 32 bit client software. It does get installed with the 12.2 64 bit Oracle DB software. Does anyone know of patch that is available or away to install the wrap.exe utility on a 32 bit client.
