OEM migration / fresh install problems

current environment: 12.1.0.2 db

OEM 13.3 (in process of going to 13.4)


Workin on upgrading OEM from 13.3 to 13.4 due to flash end of life.

Reading oracle docs states that you have to be patched up to a certain point to be able to do the upgrade. However, due to software sunset, you can no longer download the required patch. So I set out to do a fresh install.

I get through all of it, and upon trying to fire up the whole environment, OM agent didn't get installed...it says that the agent MUST be upgraded from previous.

Tried to mod the installer to not do software only, but it won't take.
