Does anyone know why the import data functionality in JDE grids limit records on some PCs?

our Payroll and finance staff use the import data (thru excel) via the cut and paste functionality into JDE. for some users the import functionality does not complete if it exceeds over 8 or so transactions., these are typically GL or Time entry batches with about 200+ lines.

we have done extensive testing and cant figure out the issue. we thought it was OS related, however there are two users on windows 10 machines with the same patch level, and it allows one user to upload the 200 + transactions but the other cant.

In one instance the same user can upload the 200 + transactions while working from home but not on her office computer. we have ruled out security/browser/ etc.
