Recommended approach for SOA DB Migration from 12c to 19c

Need to know what is the recommended approach for migrating SOA/BPM database from 12c to 19c.

DB guys followed an import/exports method (by importing only the custom schemas and not SYS/SYSTEM) and we are seeing issues with purge job after this. There could be other potential issues as well.

Wanted to know if there is any recommended approach for DB migration.
