Release 12.1 HRMS RUP13 - known issues document (2656621.1)

I am just preparing my patch list for Release 12.1 HRMS RUP13 (patch 3006631) and when reviewing the known issues document (2656621.1) it describes a payroll functional issue where the patch is 27354542

But when I download patch 27354542 I can see that it has been superseded by patch 27913724 and then patch 30721310, both of which were released before patch 27354542 was added to the document.

Does this mean I should stick with patch 27354542 or apply the latest patch that superseded this ?

If I should apply the latest patch, why is this not in the document ?
