Error while trying to upload a Contract Line Item .csv

I am trying to upload a contract line item .csv, but get an error "The Business Process design does not allow cost allocation". Has anybody else come across this and perhaps know how to resolve the issue? When manually capturing line items, I most definitely have to do cost allocation. I have looked in the design, but cannot find a setting for this.
