ora-0200 max processes, processes doubling from normal usage seem to be all ora-j processes

How can you identify and clean up rogue prcosses, my normal processes are around 170 process param set at 400 so never should reach this but some times processes just keep increasing and only option is a clean restart of database.

any other way of cleaning processes without shutting database to stop max processes being hit ?

This is on Redhat 6.10 OS and oracle 18.11
