Form Extension and Personal Forms Interaction

Why do form extensions allow you to perform all the same actions as personal forms? Form extensions should be limited to only allowing you to add a field from the business view not currently on the form. They should not allow you to rename and move existing fields on the form, this should be reserved for personal forms. Anyone else struggling with this?
