Approve PR created through work order requests

JDE Enterprise One 9.1

I need to setup Approval for Purchase Requisitions created through work orders. But some of the requisitions are having no unit cost. Some times those may be the items created in the system for the first time and costing method is weighted average.

Since initial / First PR has no price for the item, creates PR are not going for approval.

Can you give me your thoughts on this ?
