Unable to Launch Change Assistant JNLP file to install CA

Hi Team,

I have installed JRE 1.8_141 and downloaded the jnlp file from update center to installed Change Assistant. But seeing the below pop up while running the JNLP file with Run as Admin.

I am doing a fresh install of 9.2 on a Windows 2016 platform. Is there something I am missing here ?
