R42995 Commitment Question

I'm working on a issue related to R42995 repost and previously entered orders. Here's the scenario:

Item shows a quantity available of 2.

Order is entered for a quantity of 2, shows soft committed and is in the quantity shipped column.

Inventory adjustment is entered to reverse the quantity of 2, so now there is no quantity available.

Run R42995 with repost processing option 2 blank. R42995 has a version of P4210 with availability checking turned on.

Nothing is reposted. The amount remains in the quantity shipped column and does not move to backorder. Is this as designed? Or should we expect the R42995 repost to backorder the quantity since there is no availability now?
