User Management - Can only See Responsibility

Yes, I know this is not the correct category for my question but there is not a category for System Administration.

We are on 12.2.5. I have a user that has been assigned the responsibility User Management thru System Administrator. The expectation is that they should have all the menu options associated with the responsibility.....Users, Roles & Role Inheritance, Role Categories, etc. However, all the user can see is the Responsibility.

Any suggestions on why this one user is limited in what they can see under User Management?
