Primavera v20 Work flow to create proposal from Idea not available to select in default options

Im looking to have an Idea workflow that ends, if approved, creating a proposal. This is supposed to be set in summery / settings - default an options / project / workflow actions. I have a workflow designed and validated but my workflow is not avialable from the workflow drop down
