CDB or non-CDB database for Enterprise Manager 13.4?

We are in the process of creating an Oracle 19c database to be used for Enterprise Manager 13.4 Cloud Control (not installed yet).

Is there any recommendation/advantage on creating a CDB (with one PDB) instead of a non-CDB database to be used exclusively by OEM 13.4?
