REG hours entered as punch did not process in time admin on 12/31/2020

In late November 2020, we added 2 new holidays to the holiday schedule - 12/24/2020 and 12/31/2020. Normally punch time reporters enter quantity (8) and the TRC HOLPD for a holiday. However, we have a few employees that do not have the holiday schedule and normally enter REG hours with punch in/out times. And we have elapsed time reporters that do not enter time at all and are paid at default 80 hours REG per pay period.
For some reason, this year 12/24/2020 processed correctly for all 2 types of employees mentioned above. However, it did not process for 12/31/2020. For those that entered quantity 8 hours HOLPD, it processed correctly. (Issue 1) For those that entered any other TRC besides HOLPD (i.e. REG, HOLWK), and entered punch in/out times, it is not picking up in time admin. (Issue 2) For elapsed time reporter that do not enter time, it is only paying them 72 hours REG for the pay period. We can see for all employees who were not processed correctly that
