Seeded Regular Salary element is not processing move from Hourly to Salaried Payroll

We have 3 employee moved from Hourly to Salaried payroll and Seeded Regular Salary element is not processed in Quick pay at all. It was not deselected.

We are using Regular Salary element and everybody got paid by regular salary half a month salary. I noticed that for 3 employees, Regular Salary was not processed. Do you know why it is doing that or did you all encounter and got a fix for it? I appreciate your feedback.
