Why does 'Plan' and 'Option' row is blank when Award Compensation under Individual Compensation?

I click 'Award Compensation' (under Individual Compensation) to give a plan to an employee. The 'Plan' and 'Option' rows show no value (the dropdown lists don't drop down). I try with a different employees and there are values to choose from the dropdown lists.

What is it about this particular employee can possible be the cause to this?
