PDBA yearend rollover

We ran the Payroll Month Rollover, we found that for some employees the correct balance didn't rollover. As an example an employee hired in April 2020 accrued a total of 51.35 hours of Personal Time in 2020. After the Rollover the Beginning Balance is 13.35. I would of expected it to be 51.35. Any ideas what we are doing wrong?
