OEM 13.4 still asking for FLASH

Hi,

I installed Oracle Enterprise Manager Cloud Control 13c (13.4.0.0.0) because it is the recommended solution for the issue of FLASH being unsupported recently. However, when navigating to SQL monitoring page (among others), it is still prompting that FLASH is unsupported.

I am on an 'Offline Mode' so I can only update by downloading the correct files from support. However, MOS note Adobe Flash End-of-Life Impact on Oracle Enterprise Manager Cloud Control (Doc ID 2709724.1)

does not specify what update/plugin do I need to install to address this issue and I don't want to download everything unrelated.

Please see screenshots of our version and page where flash is being prompted.
