How can I set up interval offsets for dependant operations?

Our company is transitioning from SAP to Oracle 12.2.9. I'm looking for a way to set up dependant operations with interval offsets for both eAM Activities and eAM Work Orders. In other words, we would like to be able to set up operations to automatically distribute across a time period based on the defined dependency and offset. Here are a couple of example scenarios.

Scenario 1 (Start/Start operation relationship): Work Order 1234567 has three (3) operations that will need to be performed in the same week. Operation 10 needs to be done on Monday. Operation 20 needs to start on Wednesday (one (1) day offset from operation 10 start). And operation 30 needs to start on Thursday (one (1) day offset from operation 20 start, or two (2) days offset from operation 10 start).
