Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Hello

i am trying to install Siebel Tools 15.0.0.0.0 with patchset 18 on a Windows 10 Pro 64bit and Windows 10 Home Language 64 bits

When I tried to stablish the connection with Local XE data and all the sources I get the following error:

Specified driver could not be loaded due to System Error 193:

(Siebel Oracle90, d:\siebel\8.1.1.14.0\Tools\bin\seor825.dll)

Is it a compatibilty issue with the Operative System? What can I do?
