Functional Changes between EBS 12.1.3 and 12.2.9

Hello. We will be upgrading from EBS 12.1.3 to 12.2.9 and I'm trying to find documentation on the FUNCTIONAL changes between these two versions. I'm only able to find what the technical changes are and not what the functional changes are. If anyone could point me in the right direction, I would appreciate it very much.
