Apply Full RR Migration After Upgrade

Hello Experts,


We are upgrading Siebel IP13 (8.1.1.11) to IP17 (20.12), and we need to know, is it a must to do Full Runtime Repository Migration for the Test & Production environments after finishing the upgrade in order to be able to do Incremental RR Migration in the future, although after the migration we fetched the Watermark from these environments and notice that it matches the DEV environment workspace version?
