Oracle ERP 12.2.10 Vision instance on cloud

Hi All

I noticed on the cloud blogs that the vision instance is now available and the following guide was created for 12.2.10

I followed the guide and its not working has anyone else tried? I checked if it wasnt some kind of network issue and built out a 12.2.9 vision instance and that worked fine so seems there is some step missing or something wrong with the instance build?
