Is There Public APIs Which Can Allow For Creation Of Hold Source With One Criteria?

I want to create hold source with two hold criteria's(ex - Item and Line Type). HOLD_ENTITY_CODE - I (Item) and

HOLD_ENTITY_CODE2 - LT (Line Type).

Please let me know if there is any API available and can it allow Line Type criteria?
