Why does PS need Date Entitled to Medicare on all active EEs?

Hello,

We have an issue with PeopleSoft HCM where an employee that has a Date Entitled to Medicare in the past, will not qualify for COBRA. Oracle has a patch coming out in July 2021 to fix this but we were wondering why PeopleSoft needs this date in the first place? We are considering removing it from everyone so that we don't have this COBRA issue any longer.
