Configured item WO is not created properly

We are on JDE E1 9.2 UN4 and are using E1 Configurator. The configured item line type is W. When we enter a Sales order for the configured item, it creates a related Work Order (WO). However, we have noticed that when the Sales Order is on hold and we go in and EDIT the Sales Order to add another W line configured item, the related WO header is partially updated for the new WO. The insert into F4801 is done but many fields are not updated and hence the WO cannot be used. The
