ICM will not come up after a clone

Product - EBS 12.2.7 (Red Hat 7.7)

For almost 10 days now, I've been working on a clone from a prod instance to a dev instance - and each time I have attempted every form of trouble shooting - notes available on the support site - (leaving out the run of the cmclean script as well as the fnd_conc_clean script as these are not recommended for a 12.2.7 install)

Just now running the cp_analyser script to see what is going on. Have never come across something that I've never been able to figure out -let alone fix.

Hoping my post here will enable someone to think of something else to try.
