How to prevent Discount% and Selling Price updates in Quoting for set of items and users

in Quoting - EBS (MOSC) Question

I have a requirement to prevent the updating of selling prices/Discounts for a particular set of items for a set of users in Oracle Quoting. So ideally, the price/discounts of these quote line items would not be updateable by sales users and can only be modified by a sales managers. Other item prices should be editable by sales users. Can this be accomplished and how?
