Change border color - On-Prem 11.2

Has anyone identified how to change the border color for the on-premise install in 11.2? I've followed the previous instructions for 11.1.2.4 but it looks like things have changed.

Previously it was as simple as replacing the images in the cached folders. However it appears to be driven by theme.css with the background color set as background-color: #1466B2;
