ePerformance Document Creation

I have one employee for whom I cant create a performance document. His job is active and he has all of the role security. A document was created for him in 2019 but creating a document using the 2020 template will not work. It worked for everyone else at the institution so I dont believe it is an issue with the template.

Any suggestions?
