Oracle Critical Patch Update for January 2021

Hi,

Today we received an oracle critical patch update from oracle security alerts, is this is mandatory? and after patch up-gradation, we need to restart the oracle server or oracle services? because we are into an automobile production environment. if restart requires, I have to get permission from higher authorities.

please guide me.
