Universal work queue is not displaying all valid delinquent customers in R12.1.3

We are not able to see all Delinquent customer under UWQ.

And then ran IEX: Scoring Engine Harness program with all parameter blank but neither table IEX_DLN_UWQ_SUMMARY refresh nor any single record upgraded in UWQ ( Re-login as well).

Finally set the all profiles of IEU: Queue: %View Delinquencies% to Yes for specific user and his responsibility level.

But cant see any record upgraded.

A new Work Type added "Delinquent Transactions" (after profile set). Under this tab we can see the expected transaction But cant see the same customer account under "Delinquent Bill-To"

Please suggest.
