Steps to create a siebel remote client ip 2015 patchset 18

Good morning,

Im trying to find information of how to create a siebel remote client to create the Oracle XE localdatabase but in the bookshelf only mentions SQL Anywhere for the IP 2015 it doesnt says nothing about the last patchset, can you help me telling me the steps involved or the Doc ID reference where I can find this information?
