Question on Oracle patch

Hi ,

Our current Oracle version is 12.1.0.2.0 . Our current OPATCH version is 12.1.0.1.3 .

We recently received a notification on Oracle critical patch update for Jan 2021 . Can we directly apply the new patch release from the OPATCH version 12.1.0.1.3 ?

Where do we need to download the latest patch from the Oracle network . Is there any technical documentation for applying the Oracle patch ?
