ESS Life Event Steps: What file stores the Associated URL Link to a step on Director Text Form?

We have several ESS Benefit Life events that have a Director Text Step (P05401) where we have used the "Associated URL" to link to a Beneficiary Document (pdf) on the "Where You've Been" tab that employees need click on and fill out as part of the life event process. When we refresh our Production Environment to our non-Prod environments, the same Director Text steps that had an "Associated URL" linked to them in Prod have lost the URL link relationship.
