Old Observer Machine Stuck in Data Guard Configration

I have a 12.2 data guard system (running on windows) that used to run an observer on a windows machine called cd55 which also served as a 12c cloud control server. We created a new 13.4 cloud control server, re-installed agents on our database servers and removed the targets from the old cloud control and added them to the new cloud control. We now use EMCLI to start 2 observers, the master observer on a machine obdhq and an additional observer on the 13.4 cloud control server.
