What is the best patching patch direction (system vs CPU)?

I have a Fresh installation of OEM 13.4. I need toapply the latest patches along with 
the to patch for replacing adobe flash and the bug for MOS credentials bug.

Found system patch: Oracle Management Service 13c Release 4
