Remote hot cloning 19c DB for EBS instance

We currently have our DB and R12 APPS tiers on different servers, running OEL 7, and they are currenting running 12.1.3 for EBS, and 12.1.0.2 for the DB. I've upgraded a cloned test instance of these servers to 19c on the DB and had no problems...but I'm curious as to the "CREATE PLUGGABLE DATABASE X FROM@[db_link]" command... Is it possible to clone the remote production PDB to a test PDB on a remote server, and then run our traditional configuration scripts for the test EBS environment? Are there any caveats/concerns with this approach rather than relying on the
