Why are Transfer BPs not available for auto-creation?

in Unifier (MOSC) Question

I have a BP Creator on an upper form and I am trying to create a Budget Transfer (Cost Line Items with CBS Codes Transfer) but that BP is not available to be auto-created. Is this by definition? Documentation does not mention this as an unavailable BP type. (v 19.12.7)
