ACA Plan Start Month

According to the IRS documentation the Plan Start Month has to be 2 digits (01 - 12). We have just begun testing the ACA changes that were released and I see where the plan start month is being stored in database as 1 instead of 01. So when the forms are created will the form show '01' or '1' and when file is created for IRS will it show '01' as required that it is 2 digits.

I'm wondering whether anyone else has gotten to the point in validating the forms and files created.
