1099 NEC Year end Processing problem with Transmitting under the 600 limit.

Has anyone had issues with the NEC Transmissions. When we transmit we get zero C summaries that are out of order. These C summaries occur because we report only 600.or more. So it looks like we will have to report all amounts for a correct transmission but also send a 1099 even though it's under 600. !

Otherwise the records are out of order and the IRS will reject them.
