ORA-48173: error checking directory existence during ADR initialization

Oracle 12.2 Standard Edition

Hello !

I have copied two databases from one server to another, using rman. Created the windows services manually

the same way for both oradim -new -sid <SIDNAME> , I restored the backup and and opened resetlogs.

Now after a restart one of the instances will not start, I get the error below.

  > startup

ORA-48173: error checking directory existence during ADR initialization [I:\app\oracle\diag\rdbms\nbhist]

ORA-48187: specified directory does not exist

OSD-00002: additional error information

O/S-Error: (OS 5) Access is denied.

The directory exists, using virtual account. for both services. in logon screen
