OPatch 13.9.4.2.5 Failed Can not find opatch executable script Doc ID 2745859.1

Hello,

Oracle Doc ID 2745859.1 states this issue only applies to Oracle WebLogic Server - Version 12.2.1.4.0 and later on any platform. I'm receiving the same error with 12.2.1.3.0 as well. The stated solution is to redownload the OPatch file because it is corrupt.

Each time I download Patch 28186730: OPATCH 13.9.4.2.5 FOR EM 13.4, FMW/WLS 12.2.1.3.0, 12.2.1.4.0 AND 14.1.1.0.0 the hash stated by Oracle doesn't every match the computed hash.
